Energy Efficiency Ratio (EER) verification is required to make sure the equipment that was proposed to meet compliance credits was installed. The method used to calculate Seasonal Energy Efficiency Ratio (SEER) makes it possible for two different units with the same SEER of 13 to have different EER's. Installing a 13 or higher SEER unit is of little benefit unless the EER is stated. That is why the State of California uses EER instead of just SEER and set the minimum of 10 EER to get compliance credit.
EER verification entails checking out the equipment that was installed to ensure the components are matched. The EER verification is non-intrusive being mostly visual except for checking the time delay relay verification which requires running the system through a cycle.
